If you are looking for open source and ILE, then perhaps ILEastic is for
you:

ILEastic can wrap your current ILE ( RPG / COBOL / CLLE / C / C++) and
create a modern service layer with serverless architecture.

But it does not support your current 5250, so you need to do some work to
refactor the UI. We are using ExtJs, Angular or Vue - that depends on your
taste, but all use some kind of REST interface.

If you are ready to buy a product that does it all - then perhaps IceCap
and IceBreak could be of interest.

That link points to a simple application that enables users to browse a
"library", which may contain a drop-down selection of "books". A book's
table of contents is displayed in a left-hand panel, while a book's "pages"
are displayed in a right hand panel. A book's table of contents contains
descriptive "chapter" and "page" references, which may expand and contract
as users navigate book content. Arrow-Up and Arrow-Down keys, along with
point and click options enable users to navigate a book's content.

If you wanted to deploy an interface like that, would a screen scraper or
any tool based on RPG open-access help you? I'd actually suggest it would
rather hinder you, by giving a false hope that it could help, when the tool
would have been in effect, a waste of time and colossal waste of money.
