VSN can be assigned only within a pool linked to the physical server the partition is, _at the moment you are assigning it_, described on . You cannot assign the same VSN to two partitions on two distinct servers. The VSN is unique to the partition, so I guess (I am not working for IBM; before my retirement a couple of months ago, I was only hoping to see this feature available but no luck) that once it was assigned to a partition, and even if this one was moved to another server with LPM or SRR, it cannot be assigned to another one. When you use LPM or SRR, the partition is created on the target server and _deleted_ on the source server (this is automatic when using SRR when the source server becomes available back after repair).

Will there be any other static ID of partitions/logical partitions that the
customer can't change? Or will this be in addition to say, QSRLNBR or
using the QWCRSVAL API?

Yes, they can... but not at the same time. If a partition has a VSN, the
unique way for it to run on another server than the current one, is to
move it with LPM (Live Partition Migration) or SRR (Simplified Remote
Restart). So, at any time, the partition will run on only one server.
