New DCM can no longer be accessed

Trying to access the new DCM.
Site can't be reached, took too long to respond.
Original DCM works fine.
V7R3 latest CUME and groups.

This was working a few months back.
Is this port firewall issue, or possibly something else, PTF, SSL issue?

Fails both http and https.
