*RWX are the "Data authorities."
You need to tell us what you see under "Object authorities."
Go to WRKLNK '/the/directory/in/question'
Then type a "9" for 9=Work with authority next to the directory in question.
Post a screen-shot of that screen if it is still not "obvious" to you ... :-)

*RW authority to the file.
The User ID that is running the RMVLNK command has *RW authority to the
file and is the owner, yet they aren't able to delete the file. It was
originally created under that user profile as well.
