If by APIs you mean the C APIs you have to use O_INHERITMODE (Dcl-C O_INHERITMODE 134217728;) to get the authority of the folder/directory the file goes into. We use GoAnywhere (java based) and it does not have an option to set to make it create IFS files that use O_INHERITMODE. We have to use CHGAUT to give others access to the files.
