So, where does the authority come from when IFS objects are created using
APIs (which appear to be adopted from the directory) vs when Java creates
it (which makes no sense).

JTOpen uses the APIs. When I uses Ublu (which is basically a JTOpen
interpreter) to create an IFS file and write to it,

ifs -to @myfile -as400 @myibmi -create /home/jwoehr/foof.txt
@myfile -write "hi there from ublu"

JTOpen's use of the authorities produces the following:

*The Object Authorities*

Data --Object Authorities--
Opt User Authority Exist Mgt Alter Ref

*PUBLIC *NONE X X X X
JWOEHR *RWX X X X X

*The Data Authorities*

Data -------------Data Authorities-------------
Opt User Authority Objopr Read Add Update Delete Execute

*PUBLIC *NONE
JWOEHR *RWX X X X X X X

*The IFS permission bits*
