This one is easy: Because "never change a running system". Sad but true. *Especially* considering all the firewall hassle and more or less compatible workarounds being implemented in servers and clients.

I really don't get why IBM didn't completely shut down FTP as a means to transfer PTFs and switched to https instead of forcing FTP/S. Less firewall problems would result, at least.
