I'm unaware of IBM announcing the end of support for regular FTP, that would
be a bit disruptive. What they are saying and it's published in several
places, among them are the Fixcentral pages where you get confirmation of
the PTF order, is that IBM intends to only use secured FTP to deliver those
packages, soon.
Soon has to be defined yet, but IBM is giving very fair warning.
