STRPASTHR its valid for APPC/APPN host-to-host connectivity with a
controller defined using port 397 (*ANYNW) or 12000-12004 ports (*HPRIP )

Did you try TELNET RMTSYS('1X2.1XX.2XX.1XX') SSL(*YES) ?
