That error ("A remote host refused a connect...") means that the computer sent back a response saying that no application is waiting for connections on the port you've selected.
This could mean:
1) The connection is not going to the computer you think it should. Perhaps you are connecting to a different one?
2) A firewall is responding in lieu of the computer, and saying you can't connect. This is unlikely, because typically a firewall will simply discard your connection attempt rather than responding with a refusal message. (This avoids problems with ICMP flood attacks) but its possible.
3) The computer is responding normally, but the application (SMTP or FTP or whatever is returning this message) is not running. Or is running on another port.

Why would requests from my PC to the server be rejected or fail, but the same requests from another PC in another location work fine?
I've tried using the passive mode to no avail.
