We've used the CPY command to move PTFs between systems. It can
replicate the folder structure so everything ends up in the right
place.

First, we make QFILESVR.400 links between our systems. This is
something we do automatically every day just because.

MD DIR('QFILESVR.400/othersystem')

Then use the CPY command

CPY OBJ('/PTFs/V7R3/PTFs2018.05/*.*')
TODIR('/QFILESVR.400/othersystem/PTFs/V7R3/PTFs2018.05')
SUBTREE(*ALL)

That seems to do it for us.
