I literally spoke too soon
As soon as I transmitted this e-mail, the CPY failed, with
Not authorized to object.
Looking at the job log – it looks like the list of 2500 or so pdf’s all failed
Here is the command that I used
CPY OBJ('/highradius/Interfaces/Out/BOLPDF/*.pdf')
TODIR('/QFILESVR.400/NBTYS20/highradius/Interfaces/Out/BOLPDF') REPLACE(*YES)
Here is a sample of the messages in the job log (the end of the job log)

The ifs directory /QFILESVR.400 already existed on both systems
I created the sub directory /QFILESVR.400/NBTYS20 on our production system
Any idea what is needed?

Dare I assume you have a communication link between systems?
We've used the CPY command to move PTFs between systems. It can replicate the folder structure so everything ends up in the right place.
First, we make QFILESVR.400 links between our systems. This is something we do automatically every day just because.
MD DIR('QFILESVR.400/othersystem')
Then use the CPY command
CPY OBJ('/PTFs/V7R3/PTFs2018.05/*.*')
TODIR('/QFILESVR.400/othersystem/PTFs/V7R3/PTFs2018.05') SUBTREE(*ALL)
That seems to do it for us.
