If you go to the LICPGM listing, you most probably have missing or
corrupted LICPGMs, Option 33 of the SS1 is PASE which is CRITICAL in modern
machines. You might have not restored the IFS or have other problems
related to the LPPs.

I suspect that part of the system tries to end it. It was not running.
Basically Management Central was used by the old Client Access Navigator
for managing multiple machines, such as comparing PTF levels. IBM is

Some of these have commands to change them like: CHGFTPA AUTOSTART(*YES)
Some of these don't and you have to go to http://youribmi:2001 to set
the autostart attribute. I could not find that attribute on MGTC. The
ones I could find, like FTP, have a checkbox on the general tab titled:
Start when TCP/IP is started

I think there's a file out there which has these values
