We'll have to do this piecemeal.

CPFB923, Management Central Server job was not ended. Reason code 01
I suspect that part of the system tries to end it. It was not running. Basically Management Central was used by the old Client Access Navigator for managing multiple machines, such as comparing PTF levels. IBM is pushing a different tool for this, ARE, Application Runtime Expert.

IDK how long that *MGTC will be a valid option for
STRTCPSVR SERVER(*MGTC)
And the ENDTCPSVR command.

I still start it out of force of habit. I don't recommend it.

List of TCP/IP servers and do they autostart by default?
https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_74/rzaku/rzakuservertable.htm
Some of these have commands to change them like: CHGFTPA AUTOSTART(*YES)
Some of these don't and you have to go to http://youribmi:2001 to set the autostart attribute. I could not find that attribute on MGTC. The ones I could find, like FTP, have a checkbox on the general tab titled: Start when TCP/IP is started

I think there's a file out there which has these values
