Found the common denominator.
We have a security monitor job that ends users signed on past 12 hours.
COMMAND CMD(ENDJOB JOB(&JOBNBR/&JOBUSER/&JOBNAME) OPTION(*IMMED))
All those sessions/jobs that were ended prior to the IPL are those that auto reconnected.
Along with the ACS connect settings.

Following the IPL, about 30 various ACS user sessions jobs auto started.

V7R3-latest CUME and all groups.
ACS 1.1.8.4 central deployment.
