I think I've seen something similar here. If I am connected to the system
that is IPLed, I lose my connection (obviously) but the ACS session doesn't
end, and I think it keeps trying to reconnect. Then, when the TCP/IP is
restarted, it reconnects.
Is this perhaps what you're seeing?

Following the IPL, about 30 various ACS user sessions jobs auto started.
V7R3-latest CUME and all groups.
ACS 1.1.8.4 central deployment.
