There are various utilities that have been written over time. Google
AS/400 undelete deleted record. Generally they save the file to a *savf
and then read the *savf by RRN. Deleted records can be identified when
read in this fashion and then re-written/added back to the original. Note
the warning of "it has not been reused". Those cannot be undeleted and you
won't know if that's the case or not until it fails...
