This is going back many, many years and so I may be wrong, but I'm pretty
sure that the S/38 did not (at least initially, if ever) support reuse of
deleted records. So when reuse did become available then, *for
compatibility reasons*, the *default* would be to not use it. RRN
implications and performance (initially) being two examples of why to
maintain compatibility with prior behavior.

CRTPF first showed up on the S/38 and CPF, it's been around for a long,
long time.
