Faced with the same issues I went with a 2-step process

Step 1 was to set up a sandbox website on the i, in the IFS, accessible from inside the vpn but not needing an IBM log-in and password.  That way I could develop and test applications to make sure it all worked correctly.  One of the benefits turned out to be that the exercise made me redesign several applications to better fit web site needs.

Step 2 was to show it to folks.  The intention was to let network people get used to the idea that yes, it could be done safely and well and that yes, they could implement the solutions. An unexpected result of that was that the sandbox became a talking point and led to new solution to old problems.
