Is there anything we can do to improve IFS performance/response with our
Windows network? How can I troubleshoot this?

If the contents of the zip originate on Windows, zip the file on Windows
and transfer it to the IFS via *scp*.
If the contents of the zip originate on IBM i, zip the file on the IBM i in
PASE, e.g., via an ssh remote command, e.g.
*ssh myuser@mybox "zip -r myzip.zip myfile myfile1 myfile2"*
Any other path and you will end up in a rest home banging the padded walls
and yelling, "I've got to make Windows work! I've got to make Windows
work!" :)
