That, and if you don't change it, it will fail on it's own when you upgrade your OS as 7.3 cannot use TGTRLS(V5R4M0).

The general rule of thumb is x-2 only.
7.4 can save to 7.3 and 7.2.
7.3 can save to 7.2 and 7.1.
7.2 can save to 7.1 and 6.1.
7.1 can save to 6.1 and V5R4M0.

I'd bet money that it was set that way when they upgraded the first machine from V5R4 to 6.1 or 7.1 and were saving the stuff and trying to restore it on the other machine which (at the time) was still running V5R4M0.

If you compile a new program and do not specify TGTRLS(V5R4M0) then it cannot be saved with TGTRLS(V5R4M0).
There are other examples available, such as newer DB features, but the previous one has been around since the second level of the OS and is the classic example all can grasp and not go off on a tangent.

1. If that is the actual command, the TGTRLS parameter could be updated
to reflect the current releases of your systems (V7R1 instead of V5R4).
You aren't really hurting anything if you don't change it but if you get an
object that requires a higher release of OS support than V5R4, you won't be
able to save it with this particular command due to the V5R4 specification.
