I find that joblogs are a lot easier to search if you do not consider a spool file representation of a joblog a "joblog" but look at the joblog itself with
select *
FROM TABLE(QSYS2.JOBLOG_INFO('*')) A
where char(MESSAGE_SECOND_LEVEL_TEXT) like
'%only one job at a time%'
ORDER BY ORDINAL_POSITION DESC
FETCH FIRST 1 ROW ONLY

For example: Is it easier to find the string "only one job at a time"
in the spool file with

job at a time.) The message queue could also have been allocated by the
