iACS, like the deprecated Client Access for Windows, requires that the system be licensed for 5250 before it tries the session. So I really doubt there's any way to bypass the *HOSTSIGNON issue and just connect on to port 23.
Other 5250 products consider this a marketing advantage, because they don't.

The file transfer part is another part of the tool which requires these:
5770XW1 *BASE 5050 IBM i Access Family
5770XW1 *BASE 2924 IBM i Access Family
5770XW1 1 5101 IBM i Access Enablement Support
IDK what the V4 versions of these are called.
This should not be confused with 5770XE1 which was basically a spot on your IBM i to store the Client Access for Windows code to be downloaded.
