Yes, why not? I guess that's why IBM allows to download ACS simply with an IBM ID: License enforcement is done on the server side.

When I buy another 5250 emulator, I pay for the license to use that one.

The file transfer part is another part of the tool which requires these:
5770XW1 *BASE 5050 IBM i Access Family
5770XW1 *BASE 2924 IBM i Access Family
5770XW1 1 5101 IBM i Access Enablement Support
IDK what the V4 versions of these are called.

5769XW1 *BASE Client Access/400-Windows-Produktfamilie

This should not be confused with 5770XE1 which was basically a spot on your IBM i to store the Client Access for Windows code to be downloaded.
