The fact that the C compilers are not in common use (until recently) means we were referencing the more traditional environments, CL, COBOL, RPG.

Pardon me, but a system component being used/installed rarely has *nothing* to do with it being able to read IFS files or not. Besides, I've done some porting efforts (not just run stuff from PASE after compiling in AIX). Yes, this is a "recent use", on a non recent system.
