It is now working without modifying settings.

The upshot is that we decided to get IBM involved in debugging/tracing the problem as suggested by Brad. Our experience is that IBM will require us to have the most current PTFs installed on the server even though it is current as of February 1, 2020.  They were loaded Wednesday night and the server was IPL'd early Thursday morning.

Before contacting IBM, we attempted the connection and, without modifying settings, it worked. There was just something that either the PTFs or the IPL fixed.

I appreciate everyone's help and suggestions. I figured I'd give some closure so when I search here 4 years from now I'll see how we fixed it.
