Recently had this issue for a couple users. Got on one of the machines and started it from a cmd window. Java could not get the 1GB heap that it requires because memory was too fragmented in Windows 10. Now having those users start ACS before Jabber as that appeared to be the biggest fragger of memory. Users can also not leave Jabber up and running with 10+ "active" conversations, that can also help :-). Your culprit may not be Jabber, but I'd lay odds the jvm can't get the contiguous memory for heap space that ACS needs to run.
