If you use SSD drives as internal drives, you will not have a performance issue as long as you have enough arms.
HMC with PowerVM.
I have 7 DEV environments on an R&D LPAR, I hosting I.
No performance issues.

Looking to deploy a new environment on a Power 8 server (would prefer P9 but applications not tested on 7.3)

If we want production and dev LPARs vendor has recommended we don't use internal drives but opt for a SAN as internal drives throughout will limit performance. Presume you need PowerVM to manage multiple LPARS and ideally an HMC.
