98% of the system installs I have done in the past 5 years use external SAN disk (IBM Storwize).
If you have only two LPAR (PROD and DEV) you can direct connect to SAN without VIOS and/or fiber switches. If you have more than two LPARs then you would need to add two VIOS LPARs and fiber switches so that all resources could be shared between the LPARs.

Don’t worry too much about VIOS admin. Most of my customers never touch it once it is installed and will contract us to do periodic maint/updates.

Subject: Multiple LPARs PowerVM and internal drives

Looking to deploy a new environment on a Power 8 server (would prefer P9
but applications not tested on 7.3)

If we want production and dev LPARs vendor has recommended we don't use
internal drives but opt for a SAN as internal drives throughout will limit
performance. Presume you need PowerVM to manage multiple LPARS and ideally
an HMC.
