It never changed.

Here's the thing with VTape and VOptical. Whatever resources are required are created at the time of CRTDEVOPT or CRTDEVTAP with RSRCNAME(*VRT)

If you move to new partition or new system with a restore the DEVICE is restored but as that is a restore not a CRT the underlying resources are NOT restored OR created.

So as has been mentioned simply delete the device and re-create it. New underlying resources will be creted. Done. Sure it does make sense to go into SST and delete all the non-reporting vtape or vopt devices for cleanup purposes but not required.
