This is the first time I attempted to use OPTVRT01 since migrating from P7 to P9.
That explains why the OPTVRT01 failed.
The device was restored, never created.

It never changed.

Here's the thing with VTape and VOptical. Whatever resources are required are created at the time of CRTDEVOPT or CRTDEVTAP with
RSRCNAME(*VRT)

If you move to new partition or new system with a restore the DEVICE is restored but as that is a restore not a CRT the underlying resources are NOT restored OR created.

So as has been mentioned simply delete the device and re-create it. New underlying resources will be creted. Done. Sure it does make sense to go into SST and delete all the non-reporting vtape or vopt devices for cleanup purposes but not required.
