It's QUSRWRK and QSYSWRK. Sorry for the lapse in naming. (I'm prone to that mistake since I deal with the job queues in those subsystems quite often)
Yes those have been around for some time.

Standard as delivered by IBM, just set QCTLSBSD to QCTL instead of QBASE.
If QUSRSYS was started properly then that’s where they would wind up. Been that way for quite some time.
V4R5 as well as V7R2 doesn't even have a sbsd for qusersys. :-)
