Standard as delivered by IBM, just set QCTLSBSD to QCTL instead of QBASE.

If QUSRSYS was started properly then that’s where they would wind up. Been that way for quite some time.

V4R5 as well as V7R2 doesn't even have a sbsd for qusersys. :-)
