Some are pushing hard for 7.2 also but others are willing to throw that one
under the bus, if necessary.

You can add your vote. I won't as I'm an all 7.4 shop.
Would I have some hesitations about 7.4? Maybe. Do I still have some test
PTF's on it that are not resolved fully? Yes.

If they do that to force people to a new OS and possibly hardware I'd cry
foul.

I would contact IBM support directly. There's no reason at LEAST v7r3
shouldn't support TLS 1.3.
