If QUSRSYS was started properly then that’s where they would wind up.
Been that way for quite some time.

That's definitely not true in V4R5. I just tested on an untampered
install, QZDASOINIT comes up in QSERVER. You're right for V7R2, where this
is as you described. Also just tested.
