You need to download the entire ACS package, not just the client (both
available from the ACS web site) and install the ODBC driver on the windows
box.
Then the ODBC connection needs to be configured to connect to the IBM i
database. Documentation on all of that is available on the IBM ACS web
site, but also quite a bit on the soon to be gone developer works wiki
pages.
