On the system that does not work: (V7R1)
ssh -V
OpenSSH_8.0p1, OpenSSL 1.1.1c 28 May 2019

Now I am totally lost.

Run sshd -V or ssh -V and they'll return the version and usage information.

I think you can use “which ssh” to see where the binary is located
