If you have 5733SC1 installed, then it would be "upgraded" by PTF

SI70818 SC1-UTL Update OpenSSL to 1.1.1c

not sure the OpenSSH version in that PTF.
https://www-01.ibm.com/support/docview.wss?uid=nas3SI70818

I see that the PTF supersedes:
SI69653 SC1-UTL Upgrade OpenSSH to 8.0p1

If you "exactly need" 6.9p1 then PTF
SI57762 SC1-SSH-UNPRED UPGRADE OPENSSH 6.9p1

would be the one. (it is in the supersede chain)

if you do not have 5733SC1 installed you'll need to get it from the IBM ESS software site, then install the PTF you need

Where can I download 5733-SC1 for V7R1 and upgrade my OpenSSH from 4.7p1 to 6.9p1

I found that it is supported on my version of the OS but I am unable to locate it to download.
