I wonder if the system senses it has a HMC and assumes the HMC is handling all that?

Yesterday at IPL, we had a WRKPRB entry created ("*Attention* Hardware service may be required") referencing a fiber card. We're wondering why IBMi didn't phone-home to report this issue. Are there criteria or settings that determine when it submits issues automatically via ECS?
I submitted it manually via WRKPRB, so it's not a question of whether ECS itself is working.
