They wouldn't do that purposely, but if they are setting the column to
a variable, it is often simpler to just go ahead and update it, rather
than check first to see if the desired value is different than what's
already there.
Personally, I prefer
update mytable
set column_a = value;
over
update mytable
set column_a = value
where column_a <> value;
