But I can say that IBM's Mark Anderson told me personally
"A long long time ago we decided that if an update was being performed but
nothing changed that we would bypass the
journal entry in the interest of performance (especially if journal
entries were
being sent to a backup system using logical replication)."

In my case, we noticed that AFTER triggers were be fired with no
corresponding journal entries.
