What are you thinking?!? OK, Just kidding. Minor distinction required here and that will clear it up for you.

*IF* you had a system that was running i 7.2 and you are installing the upgrade to i 7.3 using a manual install or for that matter, re-staling i 7.2 on top of itself due to damage, THEN you are challenged to do this clear or leave. In this case there could be jobs on the queue.

During an install to empty disks you also get this challenge but there is nothing to clear so the two options are equivalent in this case.

No.

A job is unique to a system.

Seems like there was a TAA Tool that would pull the attributes and write
them to a file allowing them to be resubmitted on the new system.

The rule used to be NO data in queues could be saved or restored. Later with
V5R4 we got outq data saved but jobs on jobqs are a no.
