All access paths are saved.
However, not all restored.
The PF do exist first, yet still not restored when x-lib LF.
From the help text.
ATTENTION: If the based-on physical files and the logical files are in
different libraries, the access paths are saved. However, if the
logical files and the based-on physical files are in different libraries
and the logical files or physical files do not exist at restore time
(such as during disaster recovery or the files were deleted) the access
paths are not restored. They are rebuilt. For the fastest possible
restore operation for logical files, the logical files and the based-on
physical files must be in the same library and must be saved at the same
time.

LIBA/LF1 points to LIBB/PF1
LIBB/LF2 points to LIBA/PF2
What order do you restore the libraries?
Does saving access paths resolve such issues and avoids the access path
rebuild time?
I always save access paths. Back when using diskette save or really small
QIC tapes (QIC120 perhaps) one didn't save access paths in order not to
tie up media. Not saving the access paths was the default.
I had a restore that took over a week for the access paths to rebuild.
Saved them ever since. As tape drives evolved IBM changed the default to
save access paths. Those who still think they are running an AS/400 may
have never updated their saves to save access paths, especially if they
overrode the defaults.
