I changed the connection from FTP to SFTP and Woo Hoo the dates are showing
correctly.

Why I was using FTP I am not sure, these connections have been used for
years and I don't remember having this issue previously.

Anyway no need for CygWin for the time being - May have a play on my home
laptop and see if there is any productivity to be gained.

And then from the other side, if you do want a comprehensively Unixy
experience, Cygwin doesn't go far enough. It's in that awkward place

quite Unix. I think if you want to go this route, you might as well
either replace Windows entirely with a genuine BSD or Linux, or if you
can't go that far, then at least use a genuine BSD or Linux within a
virtual machine on your Windows box.

But back to what you actually asked for:

First thing is to check that your Windows is set for day-month-year
format. The author of WinSCP insists that the program just uses the
system settings.

If it's really the case that FileZilla and WinSCP are exhibiting the
same behavior (where the display is MDY "where possible" and DMY
"where necessary"), that's... well, it's certainly weird. I mean, the
fact that any *one* piece of software would behave that way is already
pretty damn weird to me. Because it feels like writing the logic for
that behavior would be harder than just getting it right all the time
or wrong all the time.

I don't know. If both of those programs are doing it, that doesn't
give me confidence that other programs are going to do it better. But
you can try. I would recommend posting an issue to the WinSCP bug
tracker, carefully explaining your symptoms, and then while you wait
for an answer/fix, try other software.
