Just remember to delete the old program prior to compiling the new one.

compile the startup program with a user profile that has the authority.
in the program source use DCLPRCOPT USRPRF(*OWNR)

the compile program should then be run(adopted authority) as that user.

make sure the program is *USE for QPGMR
