QSTRUPJD start up program - need move than QPGMR authority...

I don't know if this has always failed, or something changed, but I can't
vary on my tape library in the startup program, it says I need *IOCONFIG
special authority...

should I use the api's to elevate to *SECADMIN profile, or something else?
maybe this is a problem with who owns the device description?


I don't think I should give QPGMR *IOCONFIG authority...
