CPF1634 is an indication of a different error. It has nothing to do with changing the user. I'm guessing the entry was scheduled for a specific date/time that has passed. Use of F9 will show you all parameters, while F10 will show them conditionally based on how other parameters were filled in.

I think instead of F9 you meant F10?

Regardless of that, option 2 invokes the CHGJOBSCDE command which has as its first parameter the entry number, which is non-changeable and is set to the value of the last submission. Trying to change the USER parameter throws CPF1634.
