Do you have the printer writer active from the old system when you are trying to start one from the new system? Make sure the Inactivity Timer on both device descriptions is set to something other than *NOMAX, otherwise they will not give up the connection.

Subject: Network Printing?
I have a customer who is cutting over from an old V5R4 system to a new
Power 8 running 7.3. They have two printer devices that are addressed via
IP addresses. They are continuing to work from the old system, but when I
try to print to them from the new system, it just hangs. Is there
anything special about sharing a printer between two peer systems that I
should be taking into account?
