How are you doing with software support? Any application packages that are beyond their warranty period? Are they all home-grown? Or are you just living with whatever version was last installed?

Budget! Primarily comparing these quotes to hosted company prices.

My boss the owner has put me off of this upgrade for years, and still doesn't want to spend the money. We have a System i5 520 running 7.1 TR 10. We've already lost support for 7.1 - had to pay the extra extension fee this year - and IBM is dropping maintenance on the 520 in Jan 2019. And the boss has asked me look into 3rd party maintenance already; he just doesn't get it that we are well beyond the "you should just upgrade now" point!

So, trying to go as cheap as possible. If anyone knows of a good deal on a used Power8, let me know.
