The Open Source "home" of php is php.net. Zend (Roguewave) contribute to the development of the core php and then add a bunch of features and performance tweaks to make it Zend Server.

There is nothing (apart from the current contract with Roguewave) to prevent IBM from packaging the php.net bistro and shipping it.

There are undoubtedly other players with specific niche distros but php.net would be the logical choice for sourcing a new IBM option.
