Maybe I should clarify,

The curved quotes were part of the data.... Example:

{"data":"This is the data and “this is in curved quotes” "}

Which validators are you talking about?

The official JSON spec (as covered by RFC 8259 and ECMA-404) expressly
allows any Unicode character.

So if the validators don't accept those curved quotes, then it very
much is an issue with encoding.
